Photos, Fees and Processing Times

You can have your photo taken at HCPL Passport Service locations for a fee of $12.00.

You must submit one photo with your application.

Photos must be:

2 x 2 inches (51 x 51 mm)
Photos must be in color (black and white photos cannot be accepted)
Photos must be printed on glossy or matte photo quality paper
Your photo must have been taken within 6 months of your application submission and reflect your current appearance.
If you wear glasses, take them off for the photo.
You must directly face the camera. Profile shots will not be accepted. Your expression should be neutral with both eyes open and directly facing the camera. Photos with exaggerated expressions and squinting will not be accepted.
Your head should be between 1 inch and 1-3/8 inches (between 25 and 35 mm) from the bottom of your chin to the top of your hair. If you are submitting a digital image, then your head should be between 50% and 69% of the image's total height from the top of the head, including the hair, to the bottom of the chin.

IMPORTANT: Two (2) separate payments are required for each application

Passport Fee: This fee varies, and it can ONLY be paid in check or money order. Checks/money orders are payable to the U.S Department of State.
Acceptance Fee is $35.00. Make checks, money orders, or credit/debit cards payable to Harris County Public Library. Only exact change is accepted if paying cash.
Passport photos are an additional $12.00 per application.
